Elgin accepts city manager retirement a month after paid leave

City Council voted to accept City Manager Robert Eads’ retirement during a special meeting, ending his tenure weeks after placing him on paid administrative leave.

Eads, who was appointed in December 2025 after serving as interim city manager for several months, thanked the city for the opportunity to serve the community.

“It has been an honor to dedicate my career to public service and to work alongside so many committed individuals, and other great cities,” Eads said during the Sept. 30 session. “I am excited and grateful for this next chapter with my family.”

Eads is stepping down about a month after officials first announced Aug. 31 he was on a temporary leave of absence.

At the time, officials did not provide a reason for the leave and Eads was unavailable for comment.

Development Services Director Beau Perry was appointed acting city manager during Eads’ absence and will continue overseeing daily operations during the transition, according to officials.

“As we move forward, our focus remains on providing our community with quality service, stability and accountability,” city spokesman Marcial Guajardo said.

Elgin leaders have not announced details about a search for a permanent city manager. Those will be released after a review by the council.
