The Elgin City Council has appointed Interim City Manager Robert Eads to the permanent role, finalizing the decision after an executive session Tuesday night.

Eads, who has led the city in an interim capacity since September, took over officially Dec. 3 and will be sworn in during the next council meeting. His selection follows a months-long search assisted by Strategic Government Resources and comes as Elgin continues to navigate rapid growth, infrastructure demands and a state investigation into city finances.

“I am thrilled to be joining the vibrant, creative community in Elgin,” Eads said in a statement. “This is an exciting time to be leading the City and I am excited to be working with a talented staff and dedicated City Council. I thank the City Council for the trust and confidence they have shown in me to lead our great City.”

Council members said Eads’ experience, leadership style and quick integration into the community made him the strongest fit for the job.

“Mr. Eads checks all of those boxes. I know I speak for the entire City Council when I say that he has impressed us in these last several months as he served as Interim City Manager, providing much needed guidance and leadership,” Mayor Theresa McShan said in a statement. “He has embraced our community in the three months he has been here.”
