City Council Tuesday night voted to remove the temporary tag from Robert Eads title and named him Elgin’s new permanent city manager. 

The council finalized the move after executive session Dec. 2 and Eads officially began his tenure the next day. His selection follows a months-long search assisted by Strategic Government Resources and comes as Elgin continues to navigate rapid growth, infrastructure demands and a state investigation into city finances.

“I am thrilled to be joining the vibrant, creative community in Elgin,” Eads said in a statement. “This is an exciting time to be leading the city and I am excited to be working with a talented staff and dedicated City Council. I thank the City Council for the trust and confidence they have shown in me to lead our great city.” 

Eads has held the seat in an interim capacity since September. He will be sworn in at the Dec. 16 council meeting. 

Council members said Eads’ experience, leadership style and quick integration into the community made him the strongest fit for the job. 

“Mr. Eads checks all of those boxes. I know I speak for the entire City Council when I say that he has impressed us in these last several months … providing much needed guidance and leadership,” Mayor Theresa McShan said in a statement.
