Council trio recognized for continued education

Always learning, three Elgin officials were recently honored for their commitment to municipal education.

Mayor Theresa McShan and Councilmembers Ya-Lecia Love and Arthur Gibson received awards March 20 at the 2025 Texas Municipal League Institute Midyear Conference in Austin, recognizing their educational achievements during the 2024 calendar year.

According to program officials, TMLI is designed to enhance the leadership and problem- solving skills of city leaders through educational sessions covering economic development, ethics, finance, governance, infrastructure, leadership, legal issues and more.

Love earned the TMLI Certified Municipal Official designation, the program’s highest honor, for completing 72 or more continuing education units, including two hours of open government training.

Only 30 elected city officials statewide received this designation, according to TMLI.

McShan and Gibson earned the TMLI Certificate of Recognition for completing 42 or more continuing education units.

TMLI is a voluntary association composed of 1,175 Texas cities, including Elgin.
