MANOR – The final public hearing regarding the potential construction of a concrete plant in New Sweden saw over 100 Elgin area residents show force in protest.The Texas Commission of Environmental Quality hosted its public inquiry for Five Star Concrete’s proposed batching plant air quality permit May 24, to a crowd of opposing community members.
