A proposed ordinance decriminalizing low-level marijuana possession in Elgin is headed to the ballot in November after the Elgin City Council declined to adopt it themselves.Recently, a petition that requests an ordinance that would stop police enforcement of low levels of marijuana possession gained enough signatures to bring the ordinance to the Elgin City Council. Under Elgin’s charter, qualified city electors can propose a new law or an amendment to an existing law by creating a petition.
