Elgin was incorporated in August of 1872, and the community of Young’s Settlement (a.k.a. Hog Eye and/or Perryville) saw many of those residents and their businesses move to Elgin. Young’s Settlement was a busy place that had a saloon, a general store, 15 to 20 houses, a blacksmith shop, a grocery run by J.B. Scott, a shop run by L.P. Eggleston, a stage stop and post office run by J. T.Litton.
