The Elgin City Council continues to discuss borrowing funds to work on a list of proposed capital improvement projects.
The city council first began working on the proposed certificates of obligation at the March 9 meeting. City manager Thomas Mattis gave the council an overview of the proposed list of capital improvement projects, which include general government, water and wastewater projects.
Due to increasing property values, the issuance of certificates of obligation would not increase the debt portion of the city’s property tax rate, but it would require a utility rate increase for the water and wastewater projects.
