Conversation on funding city projects continues

The Elgin City Council continues to discuss borrowing funds to work on a list of proposed capital improvement projects. The city council first began working on the proposed certificates of obligation at the March 9 meeting. City manager Thomas Mattis gave the council an overview of the proposed list of capital improvement projects, which include general government, water and wastewater projects.
