At last week’s regular meeting, the Elgin City Council was split on an appeal by a downtown building’s owner about a denial of the renovator’s new windows by the Historical Review Board.
In 2017, Jose Arreola, owner of Joseph’s Steakhouse on Highway 290, bought the building downtown at 19 North Main Street. Last year, he submitted a plan for remodeling the interior of the second floor, not including the removal and replacement of the 13 windows in question.
