Council split on downtown windows

At last week’s regular meeting, the Elgin City Council was split on an appeal by a downtown building’s owner about a denial of the renovator’s new windows by the Historical Review Board. In 2017, Jose Arreola, owner of Joseph’s Steakhouse on Highway 290, bought the building downtown at 19 North Main Street.
