Residents witnessed history and gazed at dozens of lighted floats in downtown Elgin Saturday.Elgin hosted Time to Shine Dec. 3, which consisted of events mostly holiday oriented but also included the dedication of the city’s Sesquicentennial Time Capsule.“We hope you enjoy celebrating this amazing town that we all get to call home,” said city community development director Amy miller in the midst of the celebration.Approximately 300 items have been placed in the capsule, several of which were placed inside during Saturday’s dedication.
