City council begins process to fund projects

The Elgin City Council has begun the process to issue certificates of obligation to borrow no more than about $26 million to fund various projects, including the expansion of the city’s wastewater treatment plant. The funds would be raised through certificates of obligation, which is a form of public debt that does not require voter approval. According to Texas’ Certificate of Obligation Act of 1971, a governing body can authorize certificates to pay for construction of any public work, purchases for authorized needs and purposes, or payment for contractual obligations for professional services.
