The proposed debt issuance that the Elgin City Council has been working on for the past two months has shrunk by about $10 million after a petition to request a bond election gathered signatures.
On Monday evening, the Elgin City Council held a special meeting to discuss and take action about the proposed certificates of obligation for 2021.
