Mayor Ron Ramirez offered an opinion in this week’s Elgin Courier, “…the Elgin City Council was supposed to vote to request Certificates of Obligation (borrow money) to accomplish the list of projects we felt our community needed to help prepare ourselves for the tremendous growth we will be seeing in the immediate future.”  He blames the VoteElgin.com petition which was signed by 100’s and 100’s of Elgin citizens and registered voters for putting a halt to their intent to take out tremendous debt without a vote by Elgin Citizens.  He is emphatic this was an emergency issue that needed to ...
