As of Sunday morning, the City of Elgin continues to produce, treat and distribute water. Elevated tanks have water in the bowls. While there is increasing pressure and levels, the system is not at optimum fire suppression levels.  For example, if there were two fires at the same time, the existing water in towers would be depleted.
