Council dis-annexes land, discusses Brickston agreement

After months of discussion and work by city staff, the Elgin City Council voted to dis-annex a portion of the land on the southwest side of town that had been annexed in 2015, while beginning the process to provide wastewater services to the portion of land staying in the city.
