City manager still faces lawsuit, but no assault case

A candidate for Elgin mayor is not dropping a civil suit she filed against City Manager Thomas Mattis, though a Bastrop County grand jury declined to indict him on a related criminal allegation.Stephanie Lippke last summer filed a criminal complaint accusing Mattis of aggravated assault by a public servant after she said he hit her with a door as Lippke left a meeting.Following an investigation by the Texas Rangers, the grand jury March 8 returned a “no bill,” meaning a review by jurors of evidence in the case did not warrant further proceedings.Lippke, however, also filed separate civil litigation Feb.
