Library rings in “noon” year Posted in: Lifestyle The Elgin Public Library celebrated the new year 12 hours early with a “Noon Year” celebration for children on December 31. Children who attended came up with new year’s resolutions, painted pictures of fireworks and made noise-makers to celebrate the occasion.
