Although there will not be a parade or the usual festivities again this year, Elginites will still have a chance to celebrate Juneteenth this weekend. On the agenda for their Tuesday evening meeting this week is a proclamation from the Elgin City Council declaring June 19 as Juneteenth Day in Elgin.
