Ruby Jean Simms wears a lot of hats in the Elgin community, according to her peers.Simms was chosen as this year’s honoree at the annual Hatitude Salutes on Saturday, an event hosted by the Elgin Area Ministers’ Wives and the City of Elgin each February to kick off Black History Month.
