Elgin took another step toward bringing in a Walmart store last week.

At their June 5 meeting, the city council authorized City Manager Greg Vick to negotiate a development agreement with Highway 290 LLC Incentives, the eight-lot subdivision that will include Walmart and other businesses.

Chris Cannon made the motion, with a second from Theresa Scott. Voting in favor were Cannon, Scott, Keith Joesel, Kenneth Simpson, Stacey VanLandingham, Ron Ramirez, Shirley McKamie and Mayor Marc Holm.

Patrick Dudley voted no.

“We are one step closer to getting Walmart and to getting the whole development deal done as a package,” Vick said. The agreement is with property owners and not with Walmart itself.

The agreement will set the terms required to develop the property. The city made an earlier agreement with Highway 290 LLC in early 2011. A new one was needed because the project is maturing and more is known, said Vick. “The first was more of a global agreement we made after they presented their preliminary plans,” he said. “This one will be more focused, more specific.”
